Administers and manages the activities and personnel of a division of the City Clerk's Office. Plans and executes City elections, provides support to the Mayor and Council, and maintains official City public documents.

Performs the following functions with regular use of independent judgment:

Organizes and directs daily operations of a division by performing administrative duties, overseeing programs, projects, and manager level personnel (two or more fulltime employees).

Formulates and implements division strategic plans and work activities to coordinate and synchronize with department directions and goals. Implements and evaluates department policies, projects and programs.

Oversees the planning, implementation, direction and management of all functions and resources of the division to achieve the strategic objectives of the department and the City in an efficient and effective manner.

Assists with implementing the department vision through division activities and leads the division for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other human resources actions.

Develops and administers the division budget with staff assistance.

Analyzes organizational and community needs, analyzes trends, reviews statistics and opportunities, and communicate information to department leadership of impending developments, and accomplishment of actions.

Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.

Champions the values of the organization through example and accountabilities.

Ensures that division operations conform with local, state and federal governmental regulations, other applicable rules and requirements.

Facilitates solutions to problems facing the department.

Maintains professional knowledge through such means as attending seminars, reviewing professional publications and participating in professional organizations.

Prepares and assembles personnel, equipment and supplies for elections by constructing a detailed plan, identifying voter registration by precinct and ward, selecting locations for instructional classes and polling places, hiring additional personnel to supplement permanent staff, selecting election board officials to staff polls, preparing and testing ballot program, stocking supplies and arranging for deliveries as needed.

Provides support for office functions by reviewing incoming documents, approving payroll, approving requests to expend funds, conducting bid openings for projects, responding to constituent requests, monitoring division functions, countersigning contracts for use of Convention Center facilities, and attesting to signatures in liens placed on businesses by the City.

Coordinates exchange of information with City departments and outside agencies by maintaining frequent contact with other City departments, keeping in touch with offices of the Secretary of State and other personnel to ensure understanding of current state election laws, maintaining contact with several County elections directors to ensure City procedures and equipment remain current and state of the art.

Responds to the needs of Mayor and Council by maintaining frequent contact with personnel to ensure timely and accurate preparation of materials for the Mayor and Council including legal advertising, ensuring courier is current in the responsibilities regarding delivery of agenda materials, vehicle maintenance, and various delivery duties required to support senior personnel.

Conducts training for election board officials by assembling and printing a detailed instruction manual for election board officials, printing any other instructions on special equipment operation, and conducting classes to instruct board officials on procedures and equipment.
